Yuri Andropov was succeeded far more rapidly than expected by Konstantin Chernenko. Could such changes affect the direction and strength of the Soviet economy? Or were seeds of change sown during the Brezhnev era? These were among the questions examined during the course of the thirteenth NATO Economics Colloquium.
